Mrs.Poulteney's words are made ironic in the sense that she claims she knows what she's talking about (the Ware Commons) while in fact she's never even seen the place.
The fact that she herself is an opium-addict may or may not have anything to do with Ware Commons, but it certainly should've prevented herself from condemning other people for any negative behaviors they might have.

Okay, this is the perfect answer:

Mrs. Poulteney claims to know what she speaks of. The author then informs us that she has never even seen Ware Commons, and that she is under the influence of opium. Mrs Poulteney therefore cannot know what she speaks of, making her claim that she does ironic.
