From childhood, we were introduced to the idea that a dog can only bite because of a dog's life.
However, in reality, everything is not so simple. Recently, the number of stray dogs on the streets of settlements has increased. Many citizens get dogs of fighting breeds without thinking that it is not very comfortable for a Caucasian Shepherd, Rottweiler or Pit Bull Terrier to live in a residential area in an apartment with their owners. Not all dog owners are involved in raising and training dogs. Often walking fighting dogs is trusted by teenagers 12-14 years old. Many people forget about leashes and muzzles. As a result, the exhausted, angry dog gets out of control and attacks people.
We will tell you how to protect your rights in the event of a new jersey dog bite attack and receive compensation for material and moral damage.
Rules for keeping dogs
To begin with, let's figure out whether there is a law on keeping dogs, which regulates the rules for walking dogs, the responsibility of dog owners, and the rules for handling animals.
The dog is a pet. Pets that have lost human supervision are considered homeless.
A person who keeps a pet must:
provide the pet with the necessary conditions corresponding to the characteristics;
comply with the sanitary and hygienic standards for the operation of the premises where the pet is kept.

It should be noted that the keeping of animals in apartments where several families live is allowed only with the written consent of all residents of the apartment.
Based on the current legislation, local governments establish the Rules for keeping pets that are in force in specific settlements, which must also be followed. Rules for keeping pets, developed by local governments, may establish additional conditions and requirements for keeping animals.
Dog walking rules
Many are concerned about the rules for walking dogs in public places.
According to the current legislation, persons keeping pets have the right to appear with them outside the places of their permanent keeping, accompanying them, that is, walking.
A dog must be accompanied by a person who has reached the age of 14.
The person accompanying the dog must provide:
safety of surrounding people and animals, as well as property from harm by a dog;
the safety of the accompanying pet;
road safety when walking with a dog near transport routes and when crossing them by monitoring its behavior;
the presence of a muzzle, a leash, necessary for walking the dog outside the place of its permanent keeping;
the presence on the dog of a collar with identifying marks;
timely provision of veterinary services to the dog (examination, treatment, vaccinations, etc.);
immediate notification of a medical or veterinary institution if a dog has bitten a person or other animal;
immediate delivery of a pet that has bitten a person to a veterinary facility for examination.

Without leashes and muzzles, it is possible to keep dogs during operational use by law enforcement agencies, dogs for special purposes, as well as dogs during drill, hunting, and training grounds.
Rules for walking fighting dogs
Unfortunately, the current legislation does not clearly provide for special rules for walking fighting dogs, other than those listed above. Special rules for walking fighting dogs may be established by local Animal Regulations. In addition, rules have been approved for compulsory liability insurance of dog owners for harm that can be caused by dogs to third parties. The list of dog breeds whose owners need to conclude contracts is indicated in the appendix to these rules. This list includes fighting and service dog breeds. However, the amount of insurance compensation is unlikely to cover the damage if you were bitten by a dog.
Thus, the rules for walking fighting dogs are not sufficiently regulated and protect citizens.
