By and large, attempts to combat the illegal logging have been made by both government and civil society organization; nonetheless, the practices of illegal logging in the Indonesian province of Riau, up to present, remain increasingly occurred. This study particularly aims at designing a policy model. An effective and efficient way to combat illegal logging is conducted with participative method. Using numerous analyses, the system of policy formulation was conducted to find out the determinant factors on how to effectively and efficiently combat the illegal logging. The analyses used encompasses: the analysis of illegal logging towards ecological, economical, social, institutional aspect as well as the analysis of law system and policy in combating the illegal logging carried out recently, and the analysis of stakeholder assessment. The priority given for the policies set to combat the illegal logging, respectively, are: the consistency in natural resources and ecology law system starting from the central government to the regional government level, institutional establishment and empowerment for one stop management of natural resources and ecology ranging from the central government to the regional government level, law enforcement which is transparent, equitable and capable of ridding the illegal loggers of a cumbersome burden, and the implementation of information and communication technology in forest resources management and the increase of society participation in managing forest conservation through the skills and knowledge enhancement on environmental issues.
